The Two Conscious Shocks are Conscious Shocks

Why are the two conscious shocks called 'conscious' shocks?

Because they aren't mechanical shocks (i.e. they don't just happen by themselves like the act of breathing). They require consciousness.

The first conscious shock requires the consciousness that has to do with being 'present' or awake in the moment. Not identified with yourself and your surroundings and events. This doesn't just happen by itself, it is an effort and a state, but an effort is needed to get to the state. Primarily, for practical and real purposes, it is an effort. The effort of self-remembering. Effort to bring yourself into an "I am here" state of awakeness. It requires at least Observing I.

The second conscious shock requires consciousness that is deeper and can only be the result of effort doing the first conscious shock. The consciousness involved is Real Will. Actually the action of Real I and Real Will as they manifest down from 'above' in your inner being. It is conscious because it doesn't appear (or happen) without a great amount of conscious effort - over a great amount of time - to cultivate it. That effort is the first conscious shock. When the second conscious shock manifests, though, it does as more like the way inspiration comes to a person. It's not effort as in will power (or something that is effected from down up, i.e. from lower centers).

A depiction of this second conscious shock in epic poetry is when Athena comes down from Olympus and grabs Achilles by the hair just as he's about to draw his sword on Agamemnon (in the first book of the Iliad). In fact in general the dynamics and interrelations between the gods and goddesses in the Homeric epics and the heroes who are able to connect with them is all second conscious shock depiction.

Practically speaking, when you have accumulated energy to a critical point where it can only be transformed or be wasted mechanically/negatively and an event occurs where you would normally have a blow-out of negativity and waste this energy the second conscious shock when you are able to effect it arrives from a higher scale of time and through its action you maintain inner command and are able to bridge that crucial H12 to H6 interval; because Real I (and Real Will with it) exists wholly above your lower centers in, in effect, a higher scale of time than what you exist in in the flesh, and hence this action of Real I and Real Will is as fast as thought, so to speak, just as the gods and goddesses in the Homeric epics are as fast as thought when they travelled.

When it's said you can't 'do' the second conscious shock that means you can't effect this conscious shock from the level of lower centers or the level of the flesh body. You have to 'cultivate' the ability to effect this conscious shock 'top-down' and this requires a great amount of first conscious shock effort (i.e. self-remembering/non-identifying for duration, depth, and frequency, and much struggle through the emotional states not to indulge all the features of false personality; i.e. you have to provoke your limits and extend your limits quite a ways, with much real effort in real time over great periods of time, before you get to second conscious shock altitude proper).
